United Way has joined a coalition of national nonprofits in sharing our concern about the proposed changes to how the 2030 Decennial Census counts people and collects demographic data.

Decennial Census of the Population of Americans; Proposed Residence Criteria and Proposed 

 is concerned about the proposed changes by the U.S. Census Bureau to how the 2030 Decennial Census counts people and collects demographic data.  The U.S. Constitution requires our nation to undertake a census every 10 years to count all people living in the United States. The data collected by the decennial census determines the number of seats each state has in the U.S. House of Representatives and is used to distribute hundreds of billions of dollars in federal funds to local communities. 

Census data is also used by nonprofits like ours, state and local governments, businesses, and others to make critical decisions about how to serve communities, where to invest resources, and how to better address local needs. It is critical that the decennial census provides a fair, accurate, and transparent count and that it meets the requirements set in the Constitution. 

The proposed changes, however, do not meet constitutional requirements and, if 

implemented, would undermine the census's ability to provide a fair and accurate count 

of the people living in America. The proposal excludes broad categories of people, including international students attending our regional universities, H-1B visa holders employed by local manufacturing businesses, and others, from the population count used to allocate congressional seats and federal funding. As a result, the proposed regulation would deprive our «

 of vital resources used by all residents, shifting resources away from the people and places federal programs are meant to serve. The proposal also undermines public trust in the census itself and trust in how census data is used. Incomplete or contested outcomes threaten public confidence in our democracy. Every community deserves its fair share of resources and political power, and proposals that undermine public trust puts our democracy at risk. 

Moreover, the proposed regulation eliminates questions on race, ethnicity, gender, and other demographic information from the census, an unprecedented departure from the 

census’s longstanding practice of collecting this critical information. This change, if implemented, would make it more difficult to identify and address discrimination and disparities. Demographic census data is necessary to enforce civil rights laws, such as the Fair Housing Act, and to ensure equal opportunity for all Americans. Without this information, it will be harder for communities to identity and redress longstanding racial, social, and other disparities or to serve underserved communities.  

Eliminating demographic data also undermines the ability of nonprofits like ours, businesses, researchers, and policymakers to make informed decisions and to guide economic development and business planning. Nonprofits and businesses use census data to make critical decisions about where and how to invest resources. Policymakers at the federal, state and local levels use this data to better understand changing communities and their unique needs. Researchers use census data to minimize statistical bias and to evaluate the effectiveness of programs and policy. 

We urge you to reverse course and stop these proposed changes. Thank you.
